Georgios Panagakos

Graduated in Naval Architecture and Marine Engineering - National Technical University of Athens (1983), MA in Economics - Virginia Tech (1989) and master's degree in Ocean Systems Management - Massachusetts Institute of Technology (1985). He has extensive experience in development economics, with emphasis on project appraisal and evaluation. He is an expert in the application of cost-benefit analysis, mainly in the transport and SME sectors. His professional activities have brought him into contact with a variety of socio-economic contexts ranging from the World Bank and the European Commission to developing countries in central Asia, Africa and the Middle East. As a consultant, GPA has participated and managed a large number of projects related to private sector development in Greece and abroad. Some of these projects had a budget of more than 1.5 million in the framework of the EU Phare and Tacis programmes. In parallel, during the last 20 years GPA has participated as external researcher in numerous research projects mainly funded by the European Commission in the area of maritime transport efficiency and safety. During the last 5 years, his primary research subject has been the environmental performance of transport operations and more specifically the green corridors of freight logistics which, in addition, is the topic of his Ph.D. project since April 2013 in Technical University of Denmark - DTU Transport.

GPA has been selected for the Ph.D. project Green corridors in freight logistics, under the supervision of Prof. H.N. Psaraftis. This is basically a continuation of the Ph.D. project started in 2013 at NTUA (see below). The main objective of the project is the development of the corridor benchmarking methodology conceived during SuperGreen (see below) and its proper application on the Oslo-Rotterdam (GreCOR) corridor. In this framework, GPA:  has presented the methodology under development at:  SWIFTLY Green Mid-term Conference, Brussels, 4/11/2014 ( Green corridor assessment Example from the GreCOR project ), and  GreCOR Final Conference, Gothenburg, 26/11/2014 ( Green corridor assessment Application of the SuperGreen method to GreCOR );  has authored/co-authored four chapters of the H.N.Psaraftis (ed.) Green Transportation Logistics: the Quest for Win-Win Solutions, Springer book (in press): Ch.1. The policy context, Ch.3. Green corridors basics, Ch.4. Green corridors and network design, and Ch.10. Being Green on Sulphur: Targets, Measures and Side-Effects;  participates in the GreCOR project, in charge of Activity 3.4 ( Development of a general method for how to measure the environmental consequences of the operations in the green corridor including the logistic hubs );  participates as instructor in the DTU course 13420 (Green transport logistics) offered by Prof. H.N. Psaraftis.

Following the successful completion of the SuperGreen project (see below), GPA was accepted as Doctoral Candidate in the Ph.D. project Monitoring the performance of green corridors in European freight logistics, under the supervision of Prof. H.N. Psaraftis. The main objective was to further develop the corridor benchmarking methodology conceived during SuperGreen and to properly apply it in a real case scenario. In this framework, GPA:  presented the methodology under development on several occasions, like: European Maritime Week Conference, Athens, 24/5/2013 ( Green corridors in the EU transport policy ), BESTFACT International Workshop on Co-modality and Green Logistics, Vienna, 20/9/2013 ( Implementing green corridors: What can be learned from SuperGreen? ), SWIFTLY Green Kick-off Conference, Gothenburg, 28/11/2013 ( Implementing green corridors: What can be learned from SuperGreen? ); and  participated as external consultant (on behalf of DTU) in the GreCOR project, in charge of Activity 3.4.

GPA s collaboration with LMT has been intensified during the last 4 years, when he worked on the following projects:  Supporting EU s Freight Transport Logistics Action Plan on Green Corridors Issues (SuperGreen project - SG), Coordination and Support Action, European Commission, FP7, 2010-2013. The project aimed at defining the concept of green corridors in freight logistics through a corridor benchmarking exercise using Key Performance Indicators (KPIs). GPA was heavily involved in the core activities of: (i) selecting the SG corridors, (ii) defining the benchmarking KPIs and the relevant methodology, (iii) analysing the operational and regulatory environment of the logistics industry, and (iv) delivering policy recommendations for the development of green corridors. He was the main author of project deliverables: D2.2 (Definition of benchmark indicators and methodology); D2.3 (Effects of changes in operational and regulatory environment); D6.1 (Analysis of the regulatory framework); D6.2 (Policy recommendations, 2 versions); Green Corridors Handbook (2 volumes).

When GPA took office, the otherwise successful garment manufacturing company had the usual characteristics of a small family business with shallow organisation. The increasingly competitive environment in which the company operates imposed its extensive reorganization, including the following actions:  employment of high-level professionals with extensive expertise in technical, operational and marketing issues to strengthen the company s experienced personnel,  upgrading of the company facilities (renovation of administration space, installation of a cargo elevator, etc.),  upgrading of the mechanical equipment (installation of a CAD/CAM system for the Design Unit, enhancement of the cutting capacity for both tubular and open-width fabrics, broadening the capability range of sewing machinery, etc.),  establishment of a quality control laboratory for fabrics and garments,  revision of internal procedures and certification according to ISO Standard 9001:2000,  expansion of computerization to cover all production units and installation of an ERP system to assist production monitoring and enhance decision making,  training existing and new personnel on new activities (quality tests of all incoming materials, quality control of final products according to AQL 4,0), on new procedures and on new automation systems, and  acquisition of a Bulgarian factory in the same sector in order to increase the production capacity of the company and improve its competitiveness. Operations were suspended in February 2015 due to the severe economic and financial crisis the country is still struggling with.

GPA was responsible for the acquisition, management and monitoring of the department's projects concerning provision of consulting services to clients in Greece and abroad in the area of SME development. In most of these projects he also participated as a consultant. GPA managed a number of complex multidisciplinary projects awarded by the EU Phare, Tacis and MEDA programmes, as well as the World Bank. Creation and staffing of a Programme Management Unit (PMU) for the provision of specialised technical assistance to the Office of the Minister of State for Administrative Reform within the framework of the Assistance to the Re-establishment of the Lebanese Administration project. The PMU was involved in the identification of consultancy needs in the field of public administration reform, the preparation of terms of reference addressing these needs, and the subsequent tendering and monitoring of project progress.  Romania, 2000-2001, EU Phare programme. Management of the MARR fund, established by the EU to assist the reconstruction of two Romanian regions affected by the closure of local coal mines. The project team assisted a large number of applicants to prepare their projects for submission to the Fund and supported the local implementing agencies in monitoring and assessing the implementation of the approved projects.  Georgia, 2000-2001, World Bank.
