Mahrukh Doctor

Currently, I am Senior Lecturer/Associate Professor in Political Economy at the University of Hull (UK) and Adjunct Professor of Latin American Politics at the Johns Hopkins University SAIS-Europe (Bologna, Italy). Previous positions include University of Reading, Centre for Brazilian Studies/St Antony's College (University of Oxford) and the World Bank. I received my DPhil (doctorate) from the University of Oxford in 2000.     Business-State Relations in Brazil: Challenges of the Logistics Infrastructure Lobby, Descrição: This research project examines the evolution of business-state relations in Brazil in light of the market reforms initiated in the 1990s and the on-going debate about augmenting the economy s competitiveness. Its analytical framework uses insights from an unusual combination of theoretical approaches - corporatist theory and policy network analysis - to understand how shifts in the nature of business-state relations impact policy reform and institutional change/modernisation. Its empirical focus is on the policy process involved in modernising logistics infrastructure, specifically ports. It studies the formulation and implementation of Law 8630/1993, and its subsequent replacement with Law 12,815/2013. The research project analyses the unique characteristics and successes of the business lobby for port reform, the challenges it faced in convincing government and trade unions of the need for change, and the difficulty of shaping reform implementation in the context of a disintegrating consensus among business actors. Ultimately, it also exposes the state s weak capacity to implement policy and upgrade its regulatory role. Although port reform might seem a very narrow area of analysis, the reality is quite the opposite and the case highlights the prospects for logistics infrastructure modernisation in Brazil. Ports bring together a range of inter-connected development issues (economic liberalisation, systemic competitiveness, labour reform, logistics infrastructure integration, regulatory role of the state, executive-legislative relations, etc.) and discussing the port reform process provides insight into all of these issues. Moreover, the Brazilian case is of crucial importance in any evaluation of market reforms in Latin America and other emerging economies.     Emerging Powers and Global Economic Governance: The Case of Brazil, Descrição: This research project is focused on better understanding Brazil's foreign policy in the context of the country's rise to global prominence in recent years. The research evolves in two phases. First, it examines Brazil's actions, negotiating positions and diplomatic strategies in global economic governance institutions with a focus on the World Trade Organisation (WTO), International Monetary Fund (IMF) and the Group of 20 (G20). It aims to evaluate how Brazil's foreign policy behaviour contributes to supporting its national interest and foreign policy aims. For decades, Brazil s primary national interest has been national economic development. The research project examines whether it makes sense to argue that Brazil is moving from a material interests based definition of its prime national interest to a more complex one that includes both material and prestige/status based aspects. The research project demonstrates how Brazil has become increasingly focused on gaining recognition as a leader of developing countries, sometimes even at the cost of realizing its full material interests. In the second phase of the research project, the aim is to understand the evolution of Brazilian impact on global governance, especially its evolving participation as rule maker, agenda setter and (potentially) norm creator in the key institutions of global governance.     Varieties of Capitalism and Brazilian Development, Descrição: The research project was focused on analysing Brazilian industrial development and political economy through the lens of the Varieties of Capitalism (VoC) literature. It considered the value of applying VoC categories to understand the evolution of Brazilian capitalism. In addition to assessing the broader role of the state and firms in the process of development, the research project specially focused on the roles the Brazilian Development Bank (BNDES) and National Confederation of Industry (CNI) played in supporting Brazilian development. This research project arose out of collaborative work with Professors Eduardo Gomez and Maria Antonieta Leopoldi during my time as Visiting Professor at the Universidade Federal Fluminense. The research also benefited from participation in a series of workshops held at BNDES in Rio de Janeiro in 2009.     European Union-Mercosur Interregionalism, Descrição: The research project, developed in three phases, examines Mercosur regionalism with special focus on how its relations with the European Union (EU) and negotiations for an interregional agreement have contributed to Mercosur's own integration. In the first phase, it considered the attractiveness of signing an interregional agreement. It focused on interregional trade and investment flows to underline the practical value of any agreement, but also considered strategic and ideational issues. In the second phase, the research project examined the many challenges Mercosur itself faces in furthering its regional integration. It considered whether theories developed for European regionalism, such as neo-functionalism and liberal inter-governmentalism, provide a suitable framework for analysing the Mercosur case. The research evaluated how economic and policy asymmetries as well as institutional, social and economic deficits hampered Mercosur deepening. These asymmetries and deficits could jeopardise the further benefits that arise from building on Mercosur s considerable achievements. The analysis examined the dangers of politicisation of Mercosur and the importance of societal inclusion. It suggested that top-down state-led Mercosur regionalism could benefit from being turned upside-down by bottom-up societal interest in deeper integration in the current shifting international economic context. In the third phase, the project returned to the issue of interregionalism per se and examined the extent to which the EU can support Mercosur integration. It considered whether capacity building functions of interregionalism were present in EU-Mercosur relations. It assessed whether negotiations for an association agreement might have helped Mercosur survive periods of severe crisis in the past, why it has been so difficult to sign an association agreement, and what the EU's approach should be towards Mercosur. The research aimed to show how interregionalism cannot be expected to compensate for low institutionalisation nor substitute for weak political willingness to deepen integration.     Complementary Investment Strategies and Capability Building in Brazil, Descrição: The research project examined development of the Brazilian automotive industry in the 1990s and early 2000s by focusing on how political economy factors influenced investment decisions. It identified innovative policy approaches, the willingness to evaluate and revise policy when necessary, and agile investment strategies as the best means to improve growth, development and profit outcomes. However, upgrading policy implementation capabilities and enhancing investment results also benefited from the embeddedness of communication between government and business. It also showed how in a context of economic and policy uncertainty, when the state creates appropriate institutional mechanisms to effectively communicate with business and build a consensus for reform, it also in the process reduces investment risks. The research project focused on three aspects: (I) the Sectoral Chamber of the Automotive Industry (1991-1995) to show the impact of social concertation in neo-corporatist institutions on foreign direct investment; (ii) the investment strategies of the automotive industry in Brazil (1999-2008); and (ii) the various industrial policy programmes launched by President Lula da Silva (2003-2010) with the aim of building capabilities to enhance industrialisation outcomes. The research project was partly funded by the International Motor Vehicles Program (IMVP) based at MIT and Wharton in the USA.     Globalisation and Regionalisation Strategies of the Automotive Industry in Brazil, Descrição: The research project examined why the automotive industry invested over US$ 30 billion in Brazil after monetary stabilisation in 1994 by focusing on how political economy factors influenced investment decisions. The key emphasis was on how globalisation and regionalism forced investment in the modernisation of the automotive industry in the first instance, and how innovative investment and production strategies attracted further investment as well as increased the competitiveness of the Brazilian automotive sector. The research project was based on extensive in-depth interviews with industry managers and factory visits to a number of automotive manufacturers in Brazil. The research was conducted alongside and in collaboration with Professor Sako of the Said Business School, Oxford.     Business, the State and Economic Reform, Descrição: Within the context of liberalising economic reform, regional integration and globally changing patterns of foreign direct investment, the project sought to analyse the role and impact of business organisation and collective action on economic development with particular reference to the automotive industry in Brazil, and to demonstrate how political economy factors underpin the success of foreign direct investment (FDI). The main areas investigated related to the impact of institutional structure on policy outputs and investment strategies, the role of firm global strategies on local investment priorities, and the relevance of regional integration on investment decisions.
