  COLLABORATIVE GOVERNANCE IN SMART-CITY, Descrição: This research will look at collaboration management in the smart-city context. Today, cities have a central role in global development. They are wielding more economic power, exerting greater political influence and increasingly employing more advanced technological capabilities to enhance their operations. The rise of an urban-centric society is not free of challenges. Many cities around the world are seeking management alternatives that enable a city to function in smarter ways, be sustainable, and be attractive to business and citizens alike. Making a city smart is emerging as a strategy to mitigate the problems generated by the urban population growth and rapid urbanization [Nam and Pardo, (2011). There appears to be a rush to finding smarter ways to manage more efficiently city resources and to tackle local development and city sustainability problems. The need to become "smart" represents a difficult endeavour to all city stakeholders but cities and citizens are increasingly aware of the notion of smart city. Worldwide, some cities have been identified as successfully operating in a smarter way to solve city development concerns and to meeting sustainable livability conditions. Collaboration is increasingly being promoted as a vehicle for achieving smart-city initiatives success both in theory as well as practice. However the literature on smart cities is underdeveloped in explaining this collaboration in terms of governance mechanisms, performance and value creation., Moreover in the existing literature, stakeholder s relations have not been systematically explored, although practitioners and scholars have increasingly espoused collaboration as key critical factors to determine success or failure of smart-city initiatives.In addition, there lacks a comprehensive understanding of how collaboration between different societal actors is functioning in the context of smart-city and how collaborative actions among these stakeholders have effectively been managed in smart-city initiatives. In this sense, this research recognizes an existing research gap in the current literature of smart city. Considering this gap, this study will understand the role of collaboration in smart-city by looking specifically at cross-sector partnerships in smart-city initiatives. It will investigate the dynamics between the various stakeholders in exemplar practices of smart city initiatives. The purpose is to provide in-depth knowledge and insights regarding collaboration between diverse societal actors (government, business and civil society) in the smart-city context.   2.2 [b] Partnerships Public Goods Evaluation framework, Descrição: Activity 2.2 [b] aims to develop concrete macro and micro-level indicators for evaluating the contribution of the private sector and their partnerships to public goods and services, based on a review of the academic literature. Both the direct impacts and indirect consequences for broader development aims (e.g. poverty alleviation) will be addressed. The direct consequences at the micro level are often part of the partnership objectives. For example, to provide education for a certain number of students, or build a particular infrastructure project.   Linking Project 1C e 2 C: Pre-testing of Monitoring and Evaluation Protocol, Descrição: A well-developed monitoring protocol requires pretesting. A first detailed pre-testing will be done on several partnerships in Brazil. Building on existing and newly developed contacts in Brazil, a mission is planned for mid 2010, for interviews with selected representatives of governments, firms and NGOs in Sao Paulo, Rio de Janeiro and Brasilia (and surrounding). We also aim to include at least one field trip to test the protocol on micro level. A second round of pre-testing an improved version of the protocol will take place the fall of 2010 in an African context. The cases will be selected in cooperation with the Resource Centre partners. If possible, local researchers (preferably a local partner of the organization) will be actively involved in the mission.   2.2 [a] Partnerships Public Goods Literature Study, Descrição: The aim of track 2.2[a] is to provide an inclusive literature study on the provision of public goods through both private and public actors individually and through PPPs. This will provide the necessary background against which to assess the relative contribution and effectiveness of PPPs to providing public goods in developing countries. The literature that needs to be reviewed for this is broad and ranges from fundamental, theoretical works on the effectiveness of the private and public provision of public goods, on development studies more generally, to more applied research on the contribution of the private sector particularly foreign investors to host country development (including both direct and indirect effects). In addition, existing research that focuses on the problems with respect to the provision of specific public goods like water provision, electricity, infrastructure, education will be reviewed, both in order to obtain proper definitions of performance indicators like access, coverage, costs, as well as on existing experiences with how to provide that.   2.2 [c] Partnerships Public Goods Monitoring, Descrição: The aim of this integrated project is to develop a monitoring protocol for partnerships and analyze a number of exemplary PPPs in several areas of public good provision, based on both archival resources and interviews, in order to come to a comprehensive protocol for monitoring such partnerships.   1-C - Partnership Tools and Skills, Descrição: Tools analysis is a structured review of partnership evaluation tools, selected background papers of these tools are analysed to provide more profound information on the methodologies on the tools are based. The tools and skills analysis focuses on identifying both descriptive and analytical variables in order to verify whether there are recurrent patterns in these tools.
