  EL22, Descrição: As próximas eleições presidenciais do Brasil estão marcadas para Outubro de 2022, com as actuais sondagens a indicarem que o actual presidente Jair Bolsonaro e o antigo presidente Lula da Silva são os dois principais candidatos. Desde que assumiu o cargo em 2019, Bolsonaro tem tido uma relação controversa com várias instituições e actores democráticos, mostrando aversão a controlos e equilíbrios como a imprensa livre e usando principalmente as redes sociais para comunicar as suas ideias políticas. Bolsonaro considera-se um representante dos valores tradicionais e cristãos, mas também legitimou verbalmente a violência e a tortura e mobilizou apoiantes contra as instituições democráticas. Lula da Silva, por outro lado, é o adversário político de Bolsonaro e foi presidente do Brasil de 2003 a 2011. Durante o seu mandato, o Brasil registrou um forte crescimento económico e estabeleceu-se no sistema multilateral internacional. Apesar do feedback positivo de numerosos governos de todo o mundo, a reputação de Lula foi manchada por alegações de corrupção contra ele e membros do seu governo e do sector privado. Posteriormente, foi detido e condenado a uma longa pena de prisão num processo polémico, mas foi libertado ao fim de menos de dois anos. As actuais eleições presidenciais decorrem num contexto de enfraquecimento dos processos e estruturas democráticas em várias partes do mundo democrático. Os EUA estão a sofrer de tendências antidemocráticas, levando o país à beira de uma violenta tentativa de golpe de Estado. A Europa enfrenta uma crise política e económica causada pela guerra na Ucrânia. Ao mesmo tempo, a América do Sul está a viver um ressurgimento de forças progressistas ou de centro-esquerda, como se pode ver nas recentes eleições presidenciais na Argentina, no Chile e na Colômbia. No entanto, a reestruturação global que está a tomar forma como resultado da ruptura da Rússia com o Ocidente também colocará desafios ao novo governo do Brasil. Esse projeto de NUPRI-USP e IMAKAY RESEARCH HUB tem como objetivo acompanhar o processo eleitoral no Brasil e fornecer informações sobre a eleição, os candidatos e a posse em janeiro de 2023. Um grupo de pesquisa composto por acadêmicos de diferentes áreas acompanhará o processo em várias partes do país.   Cybersecurity as a multidisciplinary concept, Descrição: After the 2011 web defacement attacks on a larger number of governmental servers in Brazil, the number of academic publications on cybersecurity has increased in the country. Especially researchers of International Relations, Military Science, Political Science and related areas became more interested in the interrelation of cyberspace and security studies. While 10 years ago, it was rare to find the topic represented in academic meetings in Brazil, today both students and professors are contributing to the increase of cybersecurity research. Very similar to developments in other parts of the world though, there is so far no academic debate on the meaning of cybersecurity, cyberdefense and other related concepts. Although the Brazilian government has published, just as other governments, a number of cybersecurity and cyberdefense policies over the past years which contain individual definitions of cybersecurity, cyberarms, cyberwar and other terms, there is still lacking the academic debate surrounding these concepts. Academic concept development has received strong theoretical contributions especially over the second half of the 20th century. Authors like Gallie, Sartori, Wilson and later Bal and Goertz have intensively discussed theoretical approaches to concept formation which was also picked up by international security scholars like Buzan, Baldwin and others to improve the concept of security at the end of the 20th century. With the increase of cybersecurity studies in the beginning of the 21st century there is now a need to expand these conceptual debates on security in cyberspace. While military scholars understand cybersecurity as a term in the wider field of national defense, legal scholars reflect for example on consumer and data protection when they address the concept of cybersecurity and computer scientists work on specific types of malware or network instabilities. It is clear that researchers in different areas have different ideas of what cybersecurity means to them. At the same time, a multidisciplinary approach is of central importance to understand and work on cybersecurity in academia and policy making.   A Discourse Analysis of Academic Cyber Security Debates in Brazil, Descrição: Over the past 20 years, Brazil has seen ongoing growth of Internet use in all parts of the country. While the quantity of users is increasing every year also the number of smaller and bigger cyber attacks can be observed. The large web defacement attack on Brazilian governmental websites in 2011 has been a wake-up call for Brazilian authorities to invest more time and resources in the security of national networks and also to foster international cooperation to improve cyber security in the country. Meanwhile, other countries have been confronted with similar or even worse attacks. Among the strongest examples are the cyber attacks in Estonia, Georgia and the Stuxnet worm in Iran. Governments, companies and International Organizations are for years discussing security issues in cyberspace and a number of countries have started developing national cyber security strategies. Also Brazil has put cyber security on the national agenda including the problem into National Defense Strategies and setting up special units like the CDCiber center connected to the Ministry of Defense. Meanwhile, researchers and policy makers have started looking further into the topic of cyber security from different angles. At this moment, the number of academic contributions to the debates on cyber security in Brazil is still relatively small but growing. Academics in different parts of the country, from North to South, are publishing and discussing cyber security using different kinds of theoretical approaches including realism, institutionalism and constructivism. Securitization of cyberspace is also part of this debate in the country. This research project is looking deep into the academic debate on cyber security in Brazil with the objective to analyze the underlying discourse under quantitative and qualitative viewpoints borrowing methods developed by Michel Foucault and Reiner Keller. The creation of a strong analysis of the past decade of academic cyber security debates in Brazil will support researchers in the country to arrange and to improve their own work on the topic.   Governança da Internet no Sul Global, Descrição: A pesquisa sobre a governança da Internet é um assunto de importância global. Ela engloba um número crescente de aspectos chaves, disciplinas acadêmicas e abordagens teóricas. O número de eventos regionais e internacionais, publicações e debates sobre governança da Internet teve um aumento após o processo CMSI em 2003/2005. Desde então, disparidades políticas, econômicas e sociais tem deixado sua marca nos debates ao redor da Internet. Por um lado, a análise de governança da Internet poderia ser um processo técnico de aplicação de métodos de pesquisa a uma questão definida que, à primeira vista, não estaria vinculada a especificações geográficas. Porém, esta análise faz também parte da realidade social e do ambiente no qual a pesquisa e a análise são conduzidas. Existem tremendas diferenças definidas, em sua maioria, pelas estruturas dos respectivos países e também pelas estruturas e diferenças sociais dentro dos países e suas regiões. A liberação de capital e infraestrutura não só pode influenciar a quantidade e a qualidade da pesquisa mas também pode contribuir para a determinação de agendas políticas locais, regionais e globais. Uma forma ampla e comum de caracterizar a diferenciação entre certas partes do mundo é a categorização entre Sul e Norte do planeta, na qual o Sul é composto em sua maioria pelo que era entendido como ?países em desenvolvimento?, sem contar os termos mais ofensivos como ?terceiro? e ?quarto? mundo. Ao mesmo tempo, há a discussão sobre como integrar a vasta variedade de países e culturas de três continentes em uma categoria como Sul global, que apresenta diferenças notáveis dentro de si.   Internet Governance and Cyber Security in South America, Descrição: The global discourse on cyber security is to a certain degree a reflection of former conflict scenarios between traditional Western powers like North America and (Western) Europe pointing fingers at great powers in Asia and Eastern Europe while closing their eyes towards their own or their neighbor's questionable cyber activites. In the meantime South American government are largely ignoring the cyber problems within their own networks. Above average economic and Internet growth rates have made countries like Brazil vulnerable actors in global cybercrime activities which are also connected to cyber attacks in other countries.   Minderheitenpolitik in Rumänien (Minority Politics in Romenia), Descrição: Romenia has similar to its neighboring countries lived through several moments of shifting borders and migration movements over the 19th and 20th century. As a result the country's population has for a long time consisted of people from different kinds of regional and cultural origins, sometimes refered to in academic research as ethnic groups. Conservative estimations have shown that in the early 1990s at least 10% of the Romenian population belonged to so called minority groups. One of them is the Roma population which different than other groups like Hungarians or Germans were never supported by any other European government. Just as in other countries of the region the Roma have always suffered from worse living conditions and lack of access to basic public services.
