2002 - Atual

Scottish Police Information Strategy

Vínculo: Servidor Público, Enquadramento Funcional: Manager, Carga horária: 40, Regime: Dedicação exclusiva.

Outras informações:
I structured the general development process at this organisation using a combination of RAD and Prince2 processes on a Microsoft Project platform to help us obtain faster and better results. Following this, I initially managed a project to share key intelligence information that had been stalled for 3 years to delivery in just 4 months after becoming Project Manager. This required innovative solutions to be found for both the technical challenge of processing large quantities of data using J2EE/Oracle and the business issues of bringing different organisations together (using Internet Technologies such as Web-services) to work for mutual benefit. Since then police forces from all over the country have looked to emulate this achievement and wish to role-out the same solution Nationwide. I then managed a National Custody project that on a tiny budget developed a best-in-breed system that was greeted by all forces as the first professional developed operational support system. I have also applied my experience and understanding of technology to introduce new mobile systems for sharing police information to where it is needed such as on the beat or in the police vehicles. Our latest Custody support system project will also enable the police to more fully join with the rest of the Criminal Justice System.

Outras informações:
For the new millennium, a new information strategy was proposed and I wrote the ePolicing strategy and other areas of the MPS's Information Strategy. As part of this, I introduced the advantage of components rather than applications based on UML models and I helped update the Met's development process from traditional Prince2 to now include RUP and DSDM techniques. This enabled more flexible systems to be built around common core components in much shorter timescales than before. To prove the close connection with business and manage the diverse issues of enterprise wide applications I designed a framework around the Zachman Architecture. This strategy was then accepted on the National stage with PITO to replace NSPIS applications.

I analysed the Anti-Submarine Warfare operations and created innovative mathematical and statistical models to help improve the design of RN sonar systems. I controlled sea-trials on RN Frigates making critical decisions with senior Officers in order to collect appropriate operational data. This required technically re-working the scenarios at sea independently of advice from the DRA.
