Philip Macnagthen

Phil Macnaghten has broad interests in the governance of science and technology, responsible innovation, the sociology of the environment, deliberative methodology and discourse analysis. His research focuses on the cultural dimensions of policy and their intersection with everyday practice. He has developed a form of engaged scholarship, combining conceptual work with critical policy development in the domains of environmental behaviour change, forestry policy, responsible innovation, rural policy, sustainability policy, and technology policy. Macnaghten led the European DEEPEN project (Deepening Ethical Engagement and Participation in Emerging Technologies) (European Commission: 2006 2009), co-led a project aimed at developing a framework for responsible innovation for the UK research councils (EPSRC and ESRC: 2011 12) and is currently coordinating a comparative project aimed at understanding the social, cultural and religious factors that shape the acceptance, use and resistance to GM crops (Templeton Foundation: 2012 2014). He was Founder Director of Durham University s Institute of Hazard and Risk Research (2006-2008) and since 2006 has been Professor of Geography at Durham. He currently holds a 2-year Visiting Professorship at UNICAMP on the global governance of science and technology (2012 2014).

    Towards a framework of responsible innovation in Brazil, Descrição: The governance of emerging science and innovation under conditions of ignorance and uncertainty remains a major challenge for contemporary democracies. The emerging notion of 'responsible research and innovation' (RRI) is gaining increasing academic and political attention as a process to respond to this challenge, but as yet there is little common understanding of its provenance outside an European/ US context. Understanding how RRI might best be characterised, developed and subsequently implemented in the context of Brazil is the central goal of this project. The goals of the project are: first, to examine practices and procedures, formal and informal, relating to responsible research and innovation, with the aim of developing an appropriate framework for the governance of responsible research and innovation in Brazil; second, to examine the challenges and opportunities to its uptake and implementation through in-depth interviews with science policy actors in Brazil; and third, to explore how such a framework can be addressed to a number of controversial areas of science policy to identify the opportunities and challenges for the framework to reconfigure extant debates and understandings.     Understanding the social, cultural and religious factors that shape the acceptance, use and resistance to GM crops: a comparative approach, Descrição: This two-and-a-half year project explores the arguments and socio-cultural resources which underlay debates around genetically modified organisms (GMOs) in three countries: Mexico, Brazil and India. It also looks at the processes of biotechnology governance in those countries, at the ways in which GM regulation and implementation have taken place, and at the public perceptions and responses to policy and to new forms of agriculture and food.This project includes partners from disciplines in the social and natural sciences at Durham University, and equally multi-disciplinary advisors from the universities of Edinburgh, Manchester, and Lancaster.     New storylines for living with environmental change: citizens perspectives, Descrição: Living with environmental change is one of seven grand challenges identified by the UK research councils. This project considered the social and ethical implications of emerging technologies in enabling us to live with environmental change (e.g. carbon capture, biofuels, nanotechnology, remanufacturing engineering). The project team will subject this grand challenge to bottom-up deliberation by working collaboratively with County Durham residents to examine the issues felt locally, share perspectives on new technologies and identify key questions for future research.     Factors shaping public attitudes to climate engineering, Descrição: The aim of the research was to develop an analysis of public discourse on Stratospheric Aerosol Injection (SRM) geoengineering and its implications for governance.     Deepening ethical engagement and participation in emerging nanotechnologies (DEEPEN), Descrição: From its beginnings in the late 1990s, the development of nanotechnologies has been accompanied by experiments in governance. New mechanisms for the responsible development of nanotechnology have emerged which respond to a striking if not new dilemma: how can policymakers regulate in such a way as to enhance innovation, but remain sensitive to public concerns and potential risks to the environment and human health? The DEEPEN project responds to this key problematic of responsible development. It brings together findings from a three year European research project involving researchers from ethics, philosophy and the social and political sciences which aimed at deepening understanding of the ethical dimensions of emerging nanotechnologies, and their significance for civil society, governance and scientific practice.     Sustainability: how to engage 21st century consumers, Descrição: The aim of the research was to review existing research into sustainable and/or ethical consumption and assess the differences between consumer attitudes, values and behaviour in key global regions which comprise: developed regions including the EU (with particular reference to the UK) and North America, and developing regions including India, China and Latin America. A subsequent aim is to develop a conceptual framework through which these data and discourses can most insightfully be read, with particular attention paid to the implications of such knowledge for Unilever. The driving questions behind the project are as follows: How are discourses of sustainable consumption being articulated globally? What is the relationship between these discourses and consumer purchasing patterns? How might this relationship be manifested in the future? (How) do such discourses and purchasing trends differ globally?     Public perceptions of nuclear power, Descrição: The nuclear debate has become once again a live policy issue in UK national politics, with far-reaching implications for a diverse range of stakeholders. There is now a new policy rationale for the consideration of new-build nuclear power in the context of climate change and a low carbon economy. In a rapidly evolving public policy context there is a strategic need for a clearer picture of public and community perceptions of nuclear power and wider community issues, and for examining whether such insight can be integrated into policy and decision-making processes. The study explored the state of public and community perceptions of nuclear power in Britain, at several levels, aimed at helping the Sustainable Development Commission read potential factors likely to govern future responses to nuclear power.     The Nano-Dialogues: Four experiments in upstream public engagement, Descrição: The policy and media debate about nanotechnologies has been characterised by competing visions of promise and threat. The publication in July 2004 of the Royal Society/RAE report on nanotechnologies signals the start of a new phase in this debate. Discussions have started to focus on the need for public engagement to take place upstream in processes of innovation, at a stage when it can influence research decisions. Yet precisely what this move upstream entails remains ambiguous and open to multiple interpretations. At what stages in R&D processes is it realistic to raise issues of social concern? How and on whose terms should such issues be debated? Are dominant discourses of risk, ethics and social responsibility adequate? How can engagement be reconciled with the need to maintain the independence of science, and the economic dynamism of its applications? This project sought to answer these questions through a series of practical experiments, designed to inform decision-making in a variety of institutional settings: two research councils (BBSRC/EPSRC), a regulator (Environment Agency), a company (tbc) and an NGO (ITDG).     Nanotechnology, risk and sustainability: moving public engagement upstream, Descrição: A new generation of potentially controversial technologies is emerging, posing novel challenges for processes of democratic debate and regulation (Joy 2000, Better Regulation Task Force 2003). Nanotechnology looks set to become the next focus for heated debate about the relationship between new technologies, risk and sustainability (ETC Group 2003, Burke 2003).     Developing an interdisciplinary approach to address environmental and social issues resulting from changes in land use, Descrição: The English Lake District is one the best-loved parts of the British countryside. But, as with many other parts of Britain, the countryside and the people who live and work there are under many pressures: tourism, house prices, pollution and changes in farming practices are just some of the issues faced. In the past, scientists would have studied an issue like pollution in isolation, without thinking about the reasons why the problem might have happened in the first place. Now the government wants groups of scientists with different skills to work together on such issues, so that different aspects (such as economics, effects on communities and ecological effects) can be thought through by a single group of experts working closely together. This is being done through a research initiative called RELU (Rural Economy and Land Use). A key part of RELU is encouraging social and natural scientists to work together and to come to understand one another s approaches. To this end, a portion of RELU funding is devoted to developing the ability of natural and social scientsts to work together. This project is intended to contribute towards that goal, with a focus on developing approaches to tackle the particular issues of sustainable land use in the English Lake District. The project is being carried out by four young scientists: two from the Centre for Ecology and Hydrology, and two from the Institute for Environment, Philosophy & Public Policy at Lancaster University.     Towards a new politics of the environment, Descrição: There is a growing perception that the languages and frameworks in which environmental politics tend to be expressed - by governments, business and NGOs - are not connecting to everyday lived concerns. This perception may well be contributing towards the lack of political salience of the environment, in the polity and in the media, reflecting a perceived lack of wider public interest, often derived from opinion polling techniques such as focus groups.     Public rhetorics and environmental sustainability: ambivalence and effect, Descrição: The central aim was to examine how people understand and make sense of environmental information, and how such understandings are mediated by social and institutional factors such as agency, trust, and identity.     Leisure Landscapes: Leisure, culture and the English countryside: challenges and conflicts, Descrição: The study, written and coordinated by the Centre for the Study of Environmental Change at Lancaster University for the Council for the Protection of Rural England (CPRE), explores the far-reaching implications of new issues in the fields of leisure and tourism in the UK countryside. The report contains six chapters: Leisure: a growing national concern; Conflicts in the countryside; Public agencies and public attitudes; Social and cultural tensions; Tourism: the new leisure discourse; and The prospect ahead: conclusions and recommendations. The report finds that: leisure and tourism developments in England's countryside are likely to consume thousands of acres of undeveloped land over the coming decade; the present balance of public agencies and local planning authorities is failing adequately to acknowledge and address major, nationally significant cultural conflicts now emerging in the leisure and tourism domain, particularly in rural areas; the failure to appreciate the wider cultural implications of current trends could have adverse effects not only on the countryside, but also on tourism and the national balance of payments; and new public mechanisms are needed urgently to understand and explore ways of guiding new leisure and tourism activity with greater sensitivity to wider environmental and cultural considerations than in the past. The objectives of the ESGEMO Programme were to create new knowledge on environmental and health effects and potential risks of GMOs used in agriculture, aquaculture, forestry, and environmental applications, particularly in boreal conditions; basic knowledge on related ecology and population genetics is emphasised develop novel tools for research and assessment of the potential impacts of GMOs on nature and its complex processes, and evaluate the socio-economic and technological impacts of the use of GMOs, including ethical considerations and public acceptance of novel biotechnology. The ESGEMO Programme was carried out jointly by the Academy of Finland (Research Councils for Biosciences and Environment, Culture and Society, Health, and Natural Sciences and Engineering), the Ministry of Agriculture and Forestry and the Ministry of the Environment. The Academy's Board allocated EUR 3.3 million to the Programme. Prof Macnaghten was a member of the international evaluation panel.
