  Legislative Reforms and Party Competition, Descrição: The primary goal of this project is to investigate under what circumstances governmental parties are able to initiate and adopt policy reforms in parliamentary systems. We study the implications of the delegation chain in parliamentary democracies, which runs from voters through political parties to a government led by Prime Minister. This delegation chain results in tensions between policy responsiveness to partisan supporters and policy responsibility for the broader public. Such tensions then arise in the subsequent decision-making chain, which links governmental agenda setting and parliamentary policymaking back to the voters. In the current phase of the project, our central task is to bring a political-economy perspective to our study of parliamentary systems. Specifically, in addition to our study of principal-agent relationships in multiparty governments, we will further investigate the tensions between partisan responsiveness and public responsibility under uncertainty about policy outcomes and the reaction of the voters. Building on the conventional model of party responsiveness that considers it desirable for parties to pursue policies benefitting their own supporters, we will further incorporate public responsibility for the broader electorate into our principal-agent model of multiparty policymaking under uncertainty. Empirically, we will employ content analysis to map party manifestos, government declarations, speeches made by members of parliament, and the text of legislative proposals onto a common policy space to compare the positions of different actors (e.g., government and opposition parties) with the final policy outputs. This will allow us to study the extent to which party positions are translated into policies, and how this translation relates to the interests of specific party supporters and the more general public interests. We plan to achieve this goal by employing the large cross-national legislative data set collected so far. Moreover, we will examine how the interaction of government type (e.g., minority or surplus coalition), intra-government (between the prime-ministerial and partner parties) and intra-parliament (between government and opposition parties) competition with voters? attitudes conditions the trade-off between partisan responsiveness and public responsibility under uncertainty.   Coaliciones Políticas en América Latina: Análisis en Perspectiva Multinivel, Descrição: The Multilevel Coalitions has two main objectives. First, we investigate the phenomenon of political coalitions in Latin America: the different types of coalitions, the causes, and institutional incentives for coalition formation.   Instituições políticas, padrões de interação executivo-legislativo e capacidade governativa, Descrição: Este projeto é uma sequencia dos três projetos temáticos anteriores e mantém seus objetivos analíticos e metodológicos. A pesquisa levada a cabo foi estruturada tomando a importância de duas variáveis de natureza institucional - a extensão dos poderes legislativos do Executivo e a forma de organização interna do Legislativo - como chaves para o entendimento do padrão de relações entre Executivo e Legislativo e no desempenho governamental. Em acordo com a tendência dominante nos estudos comparados, assume o poder explicativo das variáveis institucionais, porém diferencia-se das tendências dominantes nesta corrente da literatura ao questionar a ênfase excessiva, quando não exclusiva, depositada nas variáveis ligadas aos sistemas eleitorais e partidários e à forma de governo. O caráter inovador do projeto permitiu que ele fosse capaz de fazer contribuições originais ao debate acadêmico nacional e internacional. A versão do projeto ora apresentada segue o formato das versões anteriores, a saber: é composto por dois tipos de projetos, um de cunho mais geral, ligado à perspectiva macro adotada e a sua aplicação concreta no estudo da democracia brasileira - a que chamaremos de "espinha dorsal" do projeto - e de projetos específicos, voltados para pesquisas focadas em temas selecionados e cuja execução e formatação se dão no interior da versão específica do projeto temático aprovado. Incluímos neste grupo, portanto, tanto projetos cuja definição decorre de um recorte da pesquisa mais ampla como também seus desdobramentos. A pesquisa relacionada à espinha dorsal foi mantida em todas as versões do projeto até aqui realizadas. Ela é constituída pela pesquisa iniciada e consolidada pelo grupo antes mesmo da aprovação da primeira versão do projeto temático. Trata-se da pesquisa acerca do funcionamento do sistema político brasileiro, com ênfase nas relações entre o Poder Executivo e o Legislativo. As variáveis independentes privilegiadas são as ligadas ao processo decisório, mais especificamente, as variáveis institucionais que definem que atores controlam a agenda decisória.
