    Providing Health Care in Severely Disrupted Environments: A Multi-country Study, Descrição: Failed states multiply all over the world. Despite concepts as state failure and fragility are challenged by scholars as flawed and misleading categories, they retain strong currency in diplomatic and aid circles, where the dominant metaphor of state failure is that of a disease to be treated. State failure is thus constructed as the absence of desirable, normal features, which should be reinstated as soon as possible. In opposition to this view, an argument could be made that state absence, or its withdrawal from key functions, is not an aberration, as many precedents in history show. Total or partial statelessness presents recognisable characteristics, which must be brought to the fore and appraised for their own merits. This research programme, largely funded by the Danish Cooperation and hosted by the University of Queensland, seeks to provide greater understanding of the provision of health services in counties subjected to severe, protracted stress, examining both the evidence of such disruption, as well as of resilience within these systems. The ways health systems react, adapt and evolve in response to total or partial state failure, and the responses developed by national and international stakeholders to such challenges, are covered by the study.
