EPICC - Environmental Policy Instruments across Commodity Chains Multilevel governance for Biodiversity-Climate in Brazil, Colombia, Indonesia, Descrição: Se não forem bem governadas, a produção agro-alimentar em grande escala e a mineração podem induzir perda de biodiversidade e exacerbar as mudanças climáticas. Essas atividades produtivas também podem gerar ou intensificar conflitos sociais e políticos no nível local. Apesar desses riscos, a agricultura intensiva e a mineração continuam aumentando de maneira descontrolada em algumas partes do mundo, em contradição com o Acordo de Paris e com os compromissos públicos e privados com os ODM e a Agenda 2030. Com o intuito de minimizar os riscos e impactos negativos de mercadorias produzidas em países tropicais e consumidas em localidades de renda maior, na Europa e em outros lugares há uma demanda crescente pela adoção de salvaguardas para a biodiversidade e para proteção de direitos nos países de origem, através de melhoras da governança das cadeias de valor. Nosso projeto transdisciplinar concentra-se em seis diferentes cadeias de mercadorias (ouro, estanho, gado, azeite de palma) originárias de três países ricos em biodiversidade (Brasil, Colômbia e Indonésia) e que terminam no mercado europeu. Através do mapeamento de redes e a analise da governança multinível, o projeto avalia a eficácia de estratégias regulatórias públicas e privadas destinadas a proteger a biodiversidade e implementar a mitigação ou adaptação climática. Comparando verticalmente(entre elas) e horizontalmente (ao longo) essas cadeias de valor, o projeto oferece uma oportunidade única de mapear consistência, tensões e compromissos (trade-offs) entre agentes e objetivos de política. Nosso projeto procura entender como a governança multinível e programas sustentáveis operam em cadeias caracterizadas por tensões locais, racionalidades contenciosas e que podem intensificar processos de perda de biodiversidade e mudanças climáticas.
