Peter Lloyd-Sherlock

Possui doutorado em Economia pela London School of Economics (1994). Atualmente é professor titular na School of International Development. Tem experiência na área de políticas de saúde para pessoas idosas em países de baixa e média renda, desenvolvimento de pesquisas qualitativas de avaliação de impacto, reforma do sistema de saúde na América Latina e assistência social para pessoas idosas. Atualmente, é líder do estudo - Improving the effectiveness and efficiency of Health and social care services for vulnerable Older Brazilians (IHOB/BRAZIL) - que tem como Instituição Proponente o Instituto René Rachou (FIOCRUZ/MG), em parceria com o MRC (Medical Research Council), FAPEMIG e CONFAP/CE. O projeto maior tem como objetivo basilar apoiar políticas e práticas, visando melhorar a eficiência da prestação de serviços e otimizar a saúde dos idosos brasileiros, reduzindo o número de internações desnecessárias e longas em hospitais e Instituições de Longa Permanência para Idosos (ILPI?s). Trata-se de um estudo que integra as áreas da saúde, políticas públicas, sociologia e economia, tendo a Inovação Social como eixo central. Aqui compreendida como uma forma de mitigar problemas sociais, resultando em solução nova ou melhorada para uma comunidade específica.

    Improving the effectiveness and efficiency of Health and social care services for vulnerable Older Brazilians, Descrição: ?Improving the effectiveness and efficiency of Health and social care services for vulnerable Older Brazilians?. Funded by the Medical Research Council, Newton Fund and Brazilian Council of State Funding Agencies (CONFAP). O impacto do envelhecimento populacional já pode ser notado pelos maiores índices de hospitalizações e de consultas médicas observados nas faixas etárias mais velhas. No Brasil são escassas as ações voltadas para a redução das hospitalizações para a população idosa. Belo Horizonte (MG) destaca-se pela existência de uma ação exitosa de cuidado a idosos frágeis em condição de alta vulnerabilidade social: o Programa Maior Cuidado. Neste sentido, esta pesquisa objetiva dar suporte às políticas públicas para reduzir as admissões e internações prolongadas desnecessárias de idosos brasileiros em hospitais e instituições de longa permanência para idosos. Trata-se de um estudo com um componente quantitativo e outro qualitativo. O braço quantitativo da pesquisa avaliará a efetividade do Programa Maior Cuidado, com base na taxa de hospitalização dos participantes assistidos identificados no SIAH/SUS-BH. O braço qualitativo será desenvolvido por meio de estudos de caso em profundidade de participantes do Programa Maior Cuidado que relataram ter sido hospitalizados nos últimos 12 meses e entrevistas com gestores de políticas públicas voltadas à população idosa. Além disso, a partir da realização de entrevistas junto a trabalhadores e gestores, bem como de observações empíricas sobre a experiência do Programa Maior Cuidado. Pretende-se com isso colaborar para a construção de um novo conceito em gestão da saúde, qual seja, o de "transferência evitável do domicílio". Esse construto permitirá definir critérios para caracterizar admissões desnecessárias/prolongadas em hospitais e institucionalizações de idosos no contexto brasileiro. A pesquisa representa o primeiro estudo que avaliará a efetividade do Programa Maior Cuidado, pioneiro em todo o país na oferta de cuidadores a pacientes idosos altamente vulneráveis, e totalmente custeado pelo Tesouro Municipal, e poderá trazer contribuições conceituais importantes para os sistemas de saúde, com referência especial à gestão de custos e à provisão de serviços integrados. , Situação: Em andamento; Natureza: Pesquisa. , Integrantes: Peter Lloyd-Sherlock - Coordenador.

    Interventions for older people in sub-Saharan Africa?. Funded by the Economic and Social Research Council., Descrição: In acknowledgement of the fact that hypertension is the leading cause of death and serious illness amongst older people in sub-Saharan Africa, and building on insights generated in a previous ESRC-funded study, this inter-disciplinary project (which spans social policy, gerontology, epidemiology and development studies) explores the effects of three different policies for older people (screening for chronic health conditions, providing basic pensions and extending health insurance coverage) in two quite different countries: Ghana and South Africa. Using survey data that permit analysis over time, the impacts of these policies on different aspects of older people's health and well-being are assessed, with particular attention paid to chronic high blood pressure (hypertension) and depression, as these conditions are closely linked to older people's general health and quality of life.     Pensions, health and wellbeing of older people in low and middle income countries. Insights from the WHO SAGE survey, Descrição: There is an urgent need to identify policies that are effective in promoting the health, economic security and quality of life of older people in poorer countries. The World Health Organisation SAGE surveys look at these issues in China, Ghana, India, Mexico, the Russian Federation and South Africa. Using SAGE data our analysis focusses on: - What effect does receiving a pension benefit have on older people?s health and wellbeing? We will conduct a systematic analysis of pensions, health and wellbeing, assessing the extent to which they are linked in the different SAGE countries. - Preliminary analysis of SAGE has revealed large national variations in the prevalence of hypertension, as well in the extent that people are aware of these conditions and are receiving effective treatment. Our study will explore the reasons for these variations, combining a detailed analysis of SAGE with documentary sources and interviews key informants. - SAGE includes gathers data on about older people?s past lives, including their parents? education and occupational status. We will use this data to analyse life course effects and compare them across the SAGE countries.     The economic and social effects of care dependence in later life, Descrição: The World Health Organisation estimates that the number of care dependent older people living in developing countries will quadruple by 2050. To date, policy-makers have paid little attention to meeting their needs, but the economic and social impacts of providing long-term care are likely to be substantial. Key issues include: - How do households cope when a member becomes highly care-dependent due to conditions like stroke or the onset of dementia? - Are these households more at risk of falling into poverty? - Do women bear the brunt of care-giving, and how are decisions taken within households and families? - This study, led by the Institute of Psychiatry in King's College, London [hyperlink] draws on an established set of surveys in Nigeria, China, Peru and Mexico conducted by the 10/66 Dementia Research Group [hyperlink]. These longitudinal surveys already provide health and care dependency data for households containing older people.     Ageing, well-being and development. A Comparative study of Brazil and South Africa, Descrição: This study examines the impacts of individual ageing on the wellbeing of older people and their households in Brazil and South Africa, with a view to informing appropriate policies to address the challenges of accelerated population ageing in developing countries. The main hypothesis organizing the research is that the contribution of older people to social and economic development is a primary factor determining the dynamics of their, and their households', wellbeing. A core feature of the research will be to undertake a longitudinal comparative study of wellbeing among older persons and their households in South Africa and Brazil, by re-visiting a sample of households with older people from these two countries which participated in a 2002 household survey. The longitudinal dataset combined with in depth interviews will enable the analysis of the dynamics of household income and livelihoods in the two countries, including intergenerational relations and care.
