  Addressing Our Troubled Times -Seeking for New Forms of Governance in Finance, Knowledge and Work, Descrição: Emerging in January?February 2020, the coronavirus pandemic paralyzed huge parts of the planet in weeks. In that regard, as in many others, it is a phenomenon without precedent (Burlamaqui and Torres: 2020, Gans: 2020, Rickards: 2021). However, the root-cause of the problems we face, beyond the virus-induced economic contraction and human-life?s destruction, is a full-bodied crisis of Governance; a crisis produced largely by the spread of the Neoliberal ideology, and its ?market-fundamentalist? policy package, to most parts of western capitalism since the eighties (Slobodian: 2018, Mirowski, Plehwe, and Slobodian, eds: 2020). At the present time, January 2021, we are witnessing, simultaneously, a health crisis, an economic crisis, and aggravated social and political polarization, as well as a crisis of State capacity, international cooperation, and trust (Micklethwait and Wooldridge:2020). Both ?known unknowns? and ?unknown unknowns? abound, but one fact is certain: we live in troubled times. Few would dispute that. However, as Schumpeter remarked way back in 1927, commenting on the transformations taking place at that time, ?the disagreement is about how to interpret that?. In that regard, as Nancy Fraser has aptly put it back in 2014 while referring to the ?Global Financial Crisis?, the thought of Karl Polanyi affords a promising starting point for the task at hand. His way of conceptualizing the dynamics of capitalism was both interdisciplinary and multilayered. The Polanyian ?fictitious commodities? lens allows us to distinguish at minimum a triple dimension in our own unfolding ?Great Transformation?. In that sense, the present ? COVID-19- crisis is, apart from the devastating loss of hundreds of thousands of human lives, a follow-up of 2008-2009. It consists of a profound economic contraction coupled with unemployment, hunger, financial instability, and debt expansion almost everywhere; an ongoing ecological dimension encompassing persistent global warming, worsening pollution, resource exhaustion, and new forms of bio commodification that penetrate nature?s very core; and a social dimension shown by devastated regions, increasing inequalities, deaths of despair, an already deep immigration crisis, and the rapid rise of a precariat produced by the AI and robot revolution ( Fraser: 2014,543. Also, Parenti: 2011, Standing: 2014, Case and Deaton: 2020). This has opened up a huge window for Polanyian ?political counter movements? of a left- and especially right-wing nature. Politically, we are confronting a very unusual blending of a ?Rebelión de las masas? (Ortega y Gasset) with a ?Revolt of the Elites? (Lasch). Moreover, this political Frankenstein has been equipped, by the big tech social media platforms and television networks, with both the instruments and the echo chamber to become a global mass movement. In that regard, the storming of the US Capitol on January 6, 2021, will remain as an almost unthinkable stain in US history forever. But the nonviolent German far-right protesters that surrounded Germany?s Parliament in August should not be underplayed. In sum, the socio-political scaffolding of western capitalism may be at stake. And the term ?western? is critical here. It adds a geopolitical dimension to the current crisis. It?s becoming clear that there is a growing east-west divide on multiple fronts, from state capacity to economic resilience, to social trust and behavior, and with regard to political leadership. Not only is US hegemony is waning and China unmistakably on the rise, but the trust in both western liberalism and liberal democracy itself is under siege (Mahbubani:2020).   Financial Governance, Banking, and Financial Instability in Brazil: Analysis and Policy Recommendations, Descrição: The project seeks to investigate the structure of the Brazilian financial system and its regulatory framework, highlighting their recent changes in order to identify the ? old and new - sources of stability and instability. It also aims to provide policy recommendations for reforming Brazil?s financial architecture in order to increase systemic stability as well as the ability to provide funding for development and innovation by the public financial system and by private finance. It has two areas/phases. Phase one is focusing on reforms in Brazil?s financial system to promote the financing of the capital development of its economy while smoothing the endogenous financial fragility that will inexorably build up.   Regulação, Responsabilidade e Punição no Estado Contemporâneo - Uma Perspectiva Interdisciplinar, Descrição: Alicerçada em uma moldura conceitual interdisciplinar, mas partindo de uma perspectiva histórica, essa proposta de pesquisa integrada se apresenta como um esforço coletivo do Programa no sentido da compreensão dos processos estruturais de transformação do Estado, das Empresas e dos Marcos Regulatórios os conecta, desembocando no estudo das suas implicações para as relações (conflituosas) que se desenham entre as novas modalidades de competição na esfera econômica, os processos de regulação jurídica que as modulam, e as diferentes formas de responsabilidade (social e empresarial) que se fazem necessárias ao aprofundamento do caráter democrático da sociedade; assim como de suas instituições. Por fim, pretende-se, como resultado da pesquisa, construir o quadro, derivado destas mudanças, que aponta no momento, para um crescente retrocesso das ações sociais e da capacidade regulatória do Estado para o que pensamos ser a efetivação de uma ordem - nacional e internacional - simultaneamente liberal e punitiva em substituição ao Estado do bem-estar que se havia construído, principalmente nos países centrais, no pós-Segunda Guerra.   Institutions and Economic Development - Theory, History, and Policy Implications, Descrição: The proposed project proposes to tackle the issue of institutional development less through abstract theorising (although this is a key component of it) and more through innovative case studies. As can be seen from the attached outline, the project, after providing some theoretical overviews, will present three types of case studies. The first group of case studies will examine the historical evolution of some key institutions - such as: (1) legal institutions ( rule of law ); (2) modern bureaucracy; (3) central banking; (4) corporate governance; (5) fiscal system (including the government bond market); (6) institutions that manage conflicts (ranging from day-to-day distributional struggle to armed conflicts); and (7) institutions for technological development. Needless to say, there will be no presumption that these studies will be comprehensive reviews covering the last two or three centuries in all countries. Typically, they will be mixtures of broad historical cross-sectional overview and a more focused discussion of particular cases (could be a single country or a comparative study).   Políticas Pró-Competitivas em Setores High-Tech : Ativos Intangíveis, Patentes e Propriedade Intelectual, Descrição: Como resultado dos processos de globalização comercial e financeira em simultâneo à acelerada mudança tecnológica, produtiva e organizacional ocorridos na ultima década, desenvolveram -se novas formas de competição para as quais ainda se busca uma agenda de policy e um marco regulatório adequados. De modo mais incisivo e preciso: esta nova economia , intensiva em conhecimento e na acumulação de ativos intangíveis, que se desenvolve em segmentos importantes do tecido econômico-social contemporâneo ainda não possui sua contrapartida jurídica, isto é, o ordenamento legal adequado ao seu desenvolvimento. Elaborado dentro da mesma metodologia de pesquisa e da mesma moldura conceitual que o seu "co- irmão" ( A Economia Política da Concorrência), o projeto parte da hipótese de trabalho de é preciso articular novas regras ( ou regimes) jurídico-legais para essa nova economia em processo de constituição. Seu objeto de estudo é triplo: de um lado, trata-se de mapear de forma consistente os "fundamentos" gerais sobre os quais repousa essa nova economia (por exemplo: digitalização, leis de Moore e Metcalfe,"guerras por padrões tecnológicos", valorização de ativos intangíveis e situações de tipo "lock-in", "lock-out" e "winner-tkes-all-markets" ).De outro, trata-se de identificar as especificidades próprias de cada setor considerado ( por exemplo, telecomunicações versus energia versus fármacos e alimentos versus sistema financeiro), de modo explicitar a necessidade de distinção na elaboração quer de agendas de políticas pró-competitivas, quer estratégias de regulação.   Globalization and Development : An Evolutionary - Institutionalist Approach, Descrição: The point of departure for this research project is the growing evidence that, not only does the relative gap between rich and poor nations continue to increase, during the 1990's a majority of the world's nations experience an economic and social retrogression in absolute terms. We also observe the virtual collapse of many nation-states in Africa.The project Globalisation and Development: An Evolutionary and Institutionalist Approach consists of 4 main dimensions: A. Developing an evolutionary theory of uneven growth, based on the core ideas outlined in Figure 1 in the appendix. B. Case studies of successes and failures of the 1990's. Why were some nations successful, while others are poorer at the end of the Century than they were in 1990? Or, in our terms, what are the mechanisms behind catching up, falling behind, and retrogression? C. Evaluating the successes and failures of the 1990's in a theoretical and historical perspective, focusing in particular on past economic policies carried out by the presently developed nations. Important areas here are the development of the gap between North and South over time and the role of economic policy, and of ideas and ideologies in shaping these policies. D. The last element approaches the problems of Globalisation and Marginalisation from a thematic point of view.
